This is actually Hertford Bridge, but is popularly known as the Bridge of Sighs because of its similarity to the Bridge of Sighs in Venice. It links together the Old and New Quadrangles of Hertford College, spanning New College Lane. Famous past students at Hertford College include William Tyndale, translator of the Bible and the novelist Evelyn Waugh.
